    Medium Capital $500k- $1mil/ $100k-$500k Operation & Maintenance
    Low End Capital $500k/$100k Operation & Maintenance
     
  • RESOLUTION IN JUNE 20, 2016, from Minutes of Work Session of BOC:

There is NO SUBSEQUENT RESOLUTION by BOC TO authorize expanding the scope of this resolution.  This startup resolution has yet to be accomplished.

  • MADAME CHAIR’S 100 DAY REVIEW ON 2 ROUTES (Presented April 24, 2017):... “starting service with 2 routes…central circulator route and a north side route……”  She went on to say, “future expansions most likely will include a route serving Thornton Road and Riverside Parkway. Nothing was said or implied it would expand "outside" our county boundary and serve Cobb County residents/businesses AND CONNECT WITH MARTA.
     
  • TRANSPORTATION COMMITTEE JULY 17, 2017, per Minutes:

RFQ’s for 3rd Party Operations discussed – 2 selected by staff.
Staff stated they had received invitation to meet with ARC and another Third Party (MARTA)
(This was later disclosed through DOCUMENTED communication stating meeting was” brokered by Commissioner Robinson”…although he did not acknowledge it at this meeting)
CMAQ grant discussed – funds not available until September 2018.

  • August 2, 2017 – Transit/Bus Service Update from Director Gary Watson (exert below):

  • MADAME CHAIR ORDERED CONTACT WITH MARTA TO STOP (date unknown as done verbally….no document available)
  • OCTOBER 10, 2017, TRANSPORTATION COMMITTEE APPROVES SENDING SUPPLEMENT OF GRANT TO ARC WITHOUT APROVAL OF THE BOC, ADDING 2 ROUTES GOING OUTSIDE DOUGLAS COUNTY. (These Minutes were not sent to the Clerk of the County as required until requested - Received FEB. 2, 2018.
     
  • CMAQ GRANT SUPPLEMENT SENT OCTOBER 13, 2017, TO ARC WITH ADDITIONAL ROUTES:
    “I have attached the Proposed Routes, Budget and Operating Plan for Douglas County’s fixed route bus system. This document serves as a supplement to Douglas County’s TIP/CMAQ application. It was prepared by Milbrey Heard of Connetics Transportation Group. “
     
  • OCTOBER 16, 2017, PRESENTATION MADE TO BOC ABOUT ADDITIONAL ROUTES – Commissioner Guider posed many questions, with one being “are we obligated to these routes?” She received the answer “no ma’am, but hopefully they will be our core routes.”

  • JANUARY 9, 2018, BOC REGULAR MEETING – Commissioner Guider asked the same question to the same person, received different answer:  "Are we obligated to adhere to these routes" and received the answer “yes ma’am”.
